La Política Nacional de Educación Inicial en México: un análisis desde el modelo Cadena de Valor Público

Abstract

A preliminary analysis of the National Initial Education Policy published in 2022 is presented. The intention is to answer the question: how does this policy create public value for the care of girls and boys at this educational level? Through documentary research, a exploration of said policy using two analysis tools: 1) Public Value Chain model and 2) the interpretation made by Mattioli for early childhood care and education services in Latin America.

With these two tools, the Law on the Rights of Girls, Boys and Adolescents, the federal mandate and that of the 32 federal entities,  were analyzed in order to make visible the ways in which these rights are sustained flows, generating conditions for the provision of quality services and to guarantee the rights of girls and boys from birth to three years.
